Option for better filling the screen video on the S8+

Many of my video's are recorded in 640x480 vs. HD.   I would like a "stretch" or "zoom" option in the playback viewer so I can better fill a screen with a wider aspect ratio.  I notice there is a setting option for FILL, 4.3 and 16:9, as well as a [ ] selection but these options do nothing.  Perhaps it's a bug?   The Emby app on Roku also plays the 640x480 video's too small on my 16x9 TV.   I understand that a 640x480 video will naturally appear small on any HD setting, but other video players have zoom or stretch features to allow better filling of the screen for lower or different resolution formats.  Any chance we could get the a zoom or stretch option for my 640x480 video's?  They do fill the screen fine on my Samsung S2 tablet, but then again it's ratio is 4x3.  I guess I'm looking primarily for a horizontal stretch feature for my Samsung S8.  Thank you.
