Divide Bandwith for Users

Hi,

my Problem is that have an upload of only 9Mbit/s (Germany and Internet...) so max 2 streams with 1080p (4Mbit) over the Internet are possible, but sometimes more than 2 Users (family) want to watch my collection over the Internet.

Now the streams are starting to stutter.

Is there an option where the server can set all current streams to a lower bitrate dependent on the user count?

Or maybe is it possible to implement this in the next release? (should be only a few lines of code)

 

I know i can set the maximum bitrate for a single user, but than only 720p Streams are possible)

 

Retranscoding is not a Problem (i5 8400 running on Ubuntu 18.04 (later Mint 19 if released))
