localhost:8096/web/home.html - From Android Browser?

Nope, localhost would imply that the server was running on your android device itself. You will need to use the server IP or your WAN address if you are outside your local network. If you are outside your local network you will also need to ensure you have the proper ports forwarded on your firewall/router.

thanks very much for your reply, unfortunately networking isn't my forte, so could you be a bit more specific, maybe given me an http:// example.... for starters, i have my av receiver, security cameras, and a few other devices on my network, and can access them via an android web browser by typing in the same url ip address i use with my desktop browser, and i can do the same for plex's web interface given, i assume, that my android box has a plex server installed... so how would i access the emby server on my pc, would it look something like: http://192.168.0.2/8096/web/home.html? fwiw that didn't work....

go to your emby server dashboard, the front page of that will show your in-network address that you can use from other devices on  your network.
