Windows 10 + Loopback Exemption Manager

I've been trying to figure out the Loopback Exemption Manager for Windows 10. I follow the link http://loopback.codeplex.com/ and download the file after unzipping the file I'm not finding the Windows8LoopbackManager.exe file. Would greatly appreciate any help.

Looks like it may not have a binary anymore, but at the bottom of the page he links to a fiddler tool that does the same thing. i would use that. thanks.

what does "Fails to go" mean?

 

 

It means the alternate page to amazon cloud is broken.

The link given by Wilhelm is working.
