Screensaver & Sound Effects set to none, but still don't turn off

So when I go into Display Settings, I find that the Screensaver and Sound Effects are set to "None", they don't turn off. The screensaver still appears and there are the sounds when navigating through menus, movies or skipping ahead during playback etc. I've turned them on and off again, but still it seems locked on. How can I resolve this glitch? Thanks!

I'm experiencing this with Emby Theater on Windows 11. Display > "Sound effects" is set to None but navigation sounds are still on after I save.

I should have mentioned this is for navigating with a controller or keyboard.
