Help building new server (Low Idle)

Hello guys,

I've begun to look into building a new server, to run emby on, but I haven't really been following the hardware market much lately, so don't really know what will be some good options.

 

The one I've got running new, is build using old hardware from a +5 year old gamer pc = not easy on the electricity bill. So I would like to build one with a low idle consumption, but still be able to transcode 2-3 1080p stream at a time, and preferably be able to transcode HEVC too

 

I've been looking at the Intel E5-2670 2.60Ghz, but from what I can see  it is a rather old cpu so I don't know if it would be a bad idea

 

The budget is about 450usd
