[REQ] On desktop, move side menu to navbar instead with dropdown menus (And make menubar static)

Hi!

Is there any chance that the hamburgermenu on desktop view can be removed, and turned into dropdown menus on the navbar?
And at the same time, make the navbar static, so it doesn't just go away when scrolling down, so we have to scroll up to get it back.

 

On mobile it makes perfect sense, on desktop, not so much.

Hell, maybe even make it user selectable? dunno.
