Check for Updates on startup running for non-admin accounts

There's an option in Emby WMC for it to check for updates on startup which is only supposed to run for admin accounts. But, for the last few weeks the "Update Now?" message has been appearing for non-admin accounts as well.

The check for updates is still meant to happen (that was a design change a while back) but it shouldn't be giving you the big prompt for non-admins.  I'll fix that.
