Playback Stuttering in Chrome/Windows

Hi all,

I seem to have some problem getting smooth playback with Chrome on Windows X64.

For encoded 1080P videos with DTS audio track, I cannot get a smooth 1080P playback with any bitrate in chrome, it stutters every few seconds. Changing to 720P with lower bitrate seems to work though.

For BD-ROM with high bitrate, it stutters a lot even with 480P settings at client side.

I have MB server running on intel i3 4350 processor and the transcoder can barely use more than 70% CPU. My chrome is on my desktop with quad core CPU, and both machines are connected with 1000Mbps network, so I don't think hardware is the bottleneck. 

I tried XBMC client, and transcoding works smoothly there even with BD-ROM content. Safari on my iPad also works with 1080P. Next experiment I did is to stream the same 1080P content from Plex (cannot try BD-ROM though as Plex doesn't support it), and that works flawlessly, so what's next I should do?
