unable to configure media browser server

windows media browser server
Product version 11.0.50727.1
installed server software, but setup wizard never started after install
right click on media server, select configure media browser
web page opens to http://localhost:8096/mediabrowser/web/dashboard.html
and displays message "unable to connect"

tried firefox 33.1
displays message "unable to connect"

internet explorer 11
This page can’t be displayed

my local host file contains

that log is incomplete. it could be any number of things. for example, maybe the server just hadn't finished loading yet (unlikely). or maybe you have some malware on your system that has added entries into your hosts file, causing localhost to not work.
