The Emby interface does not have the ability for me to add Photos directly to Playlists?

Emby Server is on QNAP NAS, Emby  4.8.11.0

Accessing via Chrome browser in Windows 10

I have a Home Videos and Photos library called Photos. 

I am trying to create Playlists from those photos. 

I select a number of photos (using either the Photos tab or the Folders tab). Then I click on the upper right hamburger menu (in the bar that appears when selecting photos). 

The menu options come up, but Playlists is not in there. The only similar item is Collections. 

I can create a Collection of those photos.

Curiously, I can then open that collection, use the hamburger menu next to the collection name to add all of those items to a Playlist.

And that playlist is full of the photos. 

So it doesn't seem to be a problem with Playlists not accepting photos. 

So its an interface issue. I did some searches and found some comments in the Forums in a post about Roku that seems to indicate that as of Sept 2024, playlists don't accept photos. But that Emby was going to work on it.

So this may be part of the process towards that.

Collections don't take the place of a playlist in this case, because we can't change the order of items in a collection, except by shuffling it.
