New to Emby - a few newbie questions - 4k video stutter

Hello everyone. Very new user of Emby here. Therefore, some of my questions may see a little novice, so bear with me.

Problem I am having - Stuttering when playing 4k 60fps HEVC videos (not sure if they are HDR or not).

I scrounged together some parts to make a media server

Server specs:

CPU: AMD FX-8300 (8 core)

RAM: 32gb DDR3 - 1333Mhz

GPU: GTX 1660 Super

Storage:

1 x 500gb Samsung SSD (system)

1 x 12gb Ramdisk (temp files, caching)

1 x 4tb 5900rpm HDD (media storage) SATA 3 - 6Gb/s

Network specs (Asus AiMesh - hardwired):

1 x Asus AXE11000 

1 x Asus AX11000

 

Every time I attempt to stream a 4k HEVC video (non direct play), it will play for a few seconds and then stop. When viewing the server I can see it is transcoding the video. It will then pause for long periods, and then play a little more of the video, then pause, and so on. 

If I attempt DirectPlay, the video will start up very quickly, but have a stutter about every 5-10 seconds.

One thing I noticed is that every time it transcodes the video, it always forces it to H.264 (not H.265). I am not very well versed in the media streaming game, so I am not sure this is normal.

I think the 4k 60fps HEVC videos are in H.265, so why would it try to convert to H.264?

Maybe I messed a setting up somewhere.

Is there a place I can go to do a dump of all settings to have someone look at?

Devices used for playback:

iPad Pro (M2 version) - Using Emby App

iPhone 13 pro - Using Emby App

Apple TV (4k version) - Emby App

This is currently Emby's only method when transcoding media.

But would need to see server log and ffmpeg logs for specific examples.
