Because developing, maintaining and supporting a system like Emby simply isn't free. We have to charge for some things or none of this will exist. You should have a disclaimer about the need for Emby Premiere. Since you are pushing a beta product, that does not work without premier. The Premiere requirement for the standard app is probably temporary as we are still working through exactly how we will move forward. You can still use the Android TV app if you paid to unlock it.
