Plugin for USB Video capture card

I need to capture and stream video from a USB 3.0 capture card(To broadcast live video), but Emby doesn't have any compatible plugins.

I would like to request the addition of this functionality, as IP camera plugins do not work with USB Video. 

I need Emby to be able to capture USB 3.0 audio and video to retransmit. I'm not interested in other methods using external software.
