Can I have two iptv links and assign only one to each user?

I have two IPTV services that provide m3u links (iptv1 and iptv2). I added both to Emby and it seems that both get combined into one for me to watch from Live TV section.

However I would like to activate iptv1 only for Joe, while I'd like to activate iptv2 only for user Jane.

Is that possible?
