Source & User Bandwidth & CPU Higher Utilization Problem

I'm using IPTV via http://ip-address/0.ts. My bandwidth utilization being increased as more users watching but it should be remain constant while only output should be increased. Please guide me how to resolve this issue because decoder have only 100 Mbps port which is not enough to server more users. 2nd this cpu usage getting higher also with users which goes to 100% on 6 ~ 7 users which CPU have 16 cores xeon. 

Can you please guide me how to get stream of IPTV from Encoder as single Channel & Multi-cast it to users via Emby Server.
