I'm watching Cross Game currently, and whenever there is a panning scene, lines/edges becomes distorted/blocky and flicker in and out quickly.

It plays just fine when I start it up in Zoom Player with MadVR and LAV.

All updated.

OK, I notice it is direct playing without transcoding. That means it is most likely an issue in the LG video player, and all we can really do is report it to LG. Is it only with anime, is that the common factor?

I've only noticed it with anime, and only this anime in specific. I've watched quite a lot of "normal" and anime content, and this is the first time I've noticed this weird artificating. It's in every panning scene as well, so it gets annoying.
