"LAN networks" includes RFC1918 subnets even when configured

I have tested and reproduced this on both Windows and Linux

For Network -> LAN networks the description reads: "Comma separated list of IP addresses or IP/netmask entries for networks that will be considered on local network when enforcing bandwidth restrictions. If set, all other IP addresses will be considered to be on the external network and will be subject to the external bandwidth restrictions. If left blank, only the server's subnet and common private IP subnets (10.0.0.0/8, 192.168.0.0/24, etc.) are considered to be on the local network."

My expectation is that I should be able to explicitly specify what network blocks should be seen as local here, and when configured all others should be considered remote. 

However, though I have configured 172.16.7.x/24 as my LAN, hosts in 172.16.9.x/24 (VPN subnet) are not treated as remote connections.

172 subnet issue (likely same as you're encountering) should be resolved in 4.8+.
