Photos downloaded into native iOS Photos App

Is is possible for the iOS app to be able to add the downloaded photos from Emby and have them show up in the native Photos iOS app?

My wife is trying to create an album, using photos she has and ones that I use Emby to organize, but:

1)The Emby app doesn't even download the photos in the downloads folder

2)Using chrome she can download to the Downloads folder, but then manually needs to move it to the photos app, however the photos app doesn't place it in the right position (based on Exif/taken info) and renames the file

3)And I get the question - "how come Emby can't do this, when we had Plex would click save and the photo would appear in my Photos app, in the correct position (exif Taken Date) in between the rest of the photos.

Can I please understand why #3 isn't possible with Emby, or at least why the Emby App for iOS can't even download by default to the Downloads folder. Is there any work to be done to get photos saved on iOS to the Photos app by default, can it be an option in the app?

@Teredactledo they also allow you to browse the downloaded photos from inside their app? Or does it go to the system photos folder and then you need to use iOS photos?
