What is the way to clear the cache?

In most browsers, Settings>Clear browsing data somewhere there or Ctrl+Shift+Delete will usually open a window to perform that. 

For server cache, simply delete contents, it should recover.

The server automatically deletes cache files older than 30 days, so you don't need to do this manually.

It all stopped automatically and that's my fault 🙂
And now after cleaning a big difference in browsing speed

Hopefully that speed is from clearing your browser cache.

If you delete your Emby cache folders then Emby will work harder for quite a while to rebuild the cache.  Emby maintains the cache on it's own as Luke mentioned.

There is a problem with deleting the user
After deleting the user, all data will go to watch history and favorites
Is there a solution to not delete the watch history and favorites.?

There is currently no way to keep that when deleting a user. Why do you want to do that?

Use Server Configuration Backup Plugin, make a backup before deleting user, afterwards make a copy of that backup folder created and store it somewhere safe - so you can restore that user watched status/favorites/history at any time.

but where is the emby cache folders?

pwhodges

<address of your Emby installation>\programdata\cache looks a likely place.  If you've changed it, that address in in your server settings.
