block a genre so the user doesn't watch

Is it possible to block a genre so the user doesn't watch it?
Let me explain, how can I block the TERROR category/genre so that the user doesn't watch any movies that have this horror category/genre?

There currently is no option to block by Genres.  Only options are tags, parental rating and folder access.
