Overview edit up and down arrows and paragraphs don't work

Overiew data entry issues:

1) Web app media overview edit - up and down arrows jump to the next field instead of going up and down inside the text area.  If you have several paragraphs to edit, this is extremely annoying.  The go to next, previous field is usually Tab and Shift tab.  Up and down arrows do work for pull down list selections elsewhere in the media edit fields.  So the user can use up and down arrows sometimes, but not in the overview.  This is not very user friendly.

2) Line returns in Overview look great in the admin editing screen, but do nothing in the media page. <br></br> works, but is not suggested anywhere.  All paragraphs run together now.
