I also "think" that plugin is called "DLNA." I could be wrong as I do not use DLNA but I recently installed EMBY for a friend and, as I was cleaning up the installation I remember removing a plugin called "DLNA." after that removal I went looking for DLNA settings to turn off DLNA and I could not find any settings. Since I have never wanted to use DLNA I automatically disable everything related to it but, if I am correct, to reenable it all you need to do is install and configure the DLNA plugin.

You are correct I think as I have found the DLNA plugin in the plugin section every time I have installed EMBY. I automatically remove that, useless for me, plugin along with several others. I also have to install a couple very useful plugins like "Genre Cleaner" to get the functionality desired. I find a lot of Emby's defaults to be just wrong for me and the people I help with their instillation.
