Internet consommation on local network!

Simple question for you,

 

do the Firestick tv stream movie on the internet when the Server and stick are on the same local network!

 

 

 

I plan the bring my firestick with me on holiday and create a "server" on my laptop and I don't want to bust my mom internet quota who is really thin for this application.
