I had the exact same issue and a link Luke gave me a few years back solved it for me

TLDR  version

 

In regedit:

 

Change "HKLM\SOFTWARE\MICROSOFT\.NETFramework\Security\TrustManager‌​\PromptingLevel\Inte‌​rnet" to Enabled

 

 

Can't guarantee that'll work for you but it fixed my issue

Ok that worked. Thank you. Very annoying that it took all that to install but I am glad it is working. I am having an issue where 4K playback buffers every like 10 seconds on the Apple TV 4K but that is a separate issue. I am beginning to think it is just an Apple TV thing because regardless of the program I use, be it Emby, Plex or Infuse it always happens. Emby so far is the best one however as it does it for maybe a second or 2 every 10 seconds where the others do it for a lot longer.
