It was added as an extra solution to some UK-based playback issues with HDHomeRun sources.

Thanks was wondering what it does because it is on by default.

If unchecked it will force a transcode of streams that would normally be stream copied. It is on by default as that was/is the indented behavior before the option was added. If everything is playing there is no need to uncheck it, if some streams fail to start you may want to try unchecking it but that will be the small majority of users.
