Duplicate plugins folder

I noticed this when I did a clean install of 3.5.0

 

Emby-Server\system\plugins
  • Emby.Server.CinemaMode.dll
  • IMVDb.dll
  • OpenSubtitles.dll
 
Emby-Server\programdata\plugins
  • Emby.Server.CinemaMode.dll
  • IMVDb.dll
  • OpenSubtitles.dll

I noticed that if I add new plugins, or remove those 3 from the UI, it manipulates those in "programdata\plugins".

 

I do see things like this for anything that exists in both places:

2018-07-24 07:37:44.108 Info App: File C:\Users\Administrator\AppData\Roaming\Emby-Server\programdata\plugins\OpenSubtitles.dll has version 1.0.2.0
2018-07-24 07:37:44.109 Info App: File C:\Users\Administrator\AppData\Roaming\Emby-Server\system\plugins\OpenSubtitles.dll has version 1.0.2.0

Before I updated the 3.5.1, I just removed the plugins folder from system and everthing seemed to work without issue. Of course, they are back with the update (back, but not actually loaded)

Nope, just seemed odd and was just passing it along, just in case it was an oversight.
