Second level Admin with restrictions

I have a created another user as admin, I only wish this user to manager these followings:

1, Other users and devices,

2, not able to delete system admin,

 

Past experieced is the this second admin often make changes to server settings and delete my profile as the main system admin.

 

Any thoughts

Over time we will probably gradually move to more role-based administration rather than admin yes/no, and that will allow for this sort of thing.
