Unhandled exception

My Emby server crashed and when I tried to restart it, I get an unhandled exception error.  It doesn't go past the spash screen.  I've tried to restart it multiple times, but get the same error.  See screenshot and log files attached.

Try rebooting your machine, or wait a few more minutes. After you shut down the server windows did not immediately release the port authorization, therefore the new instance starting up is unable to obtain it.

Have you tried restarting the machine?

I have a critical task running that will finish in 6 minutes.  I'll reboot and report back as soon as it's done.
