Set stream quality to friends

Hey guys well I'm new to Emby and I love it so far, I just have a quick question I'm currently sharing my library with family members but some of them are tech savvy and they are streaming full quality and screwing me over when i want to watch a movie since it laggs. Is there a way I could set that up via server settings for certain users.

Not per user, but if you go to Server Settings/Playback/Streaming you can set the maximum bitrate for each remote client.
