Create a User to Browse Titles Without Ability to Play

Is there any way to create a user who can just browse the contents of the collections without the ability to actually play that content?

Okie dokie. Would be nice to have. I like to let my friends and family pick a movie before they come over for movie night rather than spending an hour scrolling through and deciding from the library.
