Server connects but displays no media files

Okay, that confirms my thesis I'm pretty sure.  You probably also cloned one server from the other, right?  So they both had the same server ID and looked like the same server to the apps.

I've just checked again that the laptop IS connected to the internet safely, and it is.

That's not really relevant for what you are trying to do.  You are trying to connect within your network.

I tried doing it manually with the IP address listed on the laptop's server

Which one?  The LAN or WAN?  You should be using the LAN one.  If that doesn't work, then that brings us back to firewall settings on your laptop.  Look at the firewall rules on your PC and make sure the same ones are on your laptop.

I setup my server initially on the desktop PC, the logged into it using my laptop, they have different IP addresses when I check them on each machine, but it could be the case that it's still logging into the desktop one instead of the laptop one.

I was connected on the LAN specifically.

On both computers Emby has full permissions on everything, public or private, but I noticed something: on my desktop PC, the outbound rule shows for 'Emby Open 1', then the Inbound shows 'Emby Open 2', 'Emby Open 3', then 'Emby Server' and another 'Emby Server', all set to enabled, all, yes, allow, etc
Then on my laptop, outbound only shows 'Emby', then inbound shows the two 'Emby Server' settings as before, but also 'Emby Server Port 7359', 'Emby Server Port 8096', and 'Emby Server Port 8920'

Is the fact that they're showing differently potentially related?

What version number of the Emby app is that on the desktop?

He doesn't want to use the desktop anymore, right?

@twofacetooI'm sure this comes down to firewall rules or some other network configuration and we cannot specifically help there except to try and point you in the right direction because this is all specific to your network and setup.

Well I tired to turn on the laptop about an hour ago to check some things before replying, and now it can't find it's own hard-drive, despite being plugged in. So I've decided to abandon the entire idea and just move everything back to the desktop PC, it's not ideal for various reasons but at least it works.

Thanks for the help anyway guys.
