Native hardware transcoding support (RKMPP) for Rockchip RK3588 / ARM64

Hello Emby Team,

I am an Emby Premiere subscriber. I am writing to formally request native hardware acceleration/transcoding support for Rockchip processors, specifically the RK3588 / RK3588S SoC, which is becoming extremely popular in the single-board computer (SBC) community (powering devices like the Orange Pi 5 Plus, Rock 5B, Radxa, etc.).

Currently, the RK3588 is an absolute beast for home servers due to its low power consumption and a powerful VPU capable of handling multiple 4K HEVC 10-bit streams simultaneously. However, because official Emby Server docker images rely on a custom built FFmpeg that doesn't recognize Rockchip's RKMPP (Rockchip Media Process Platform) or rkmpp codecs, we are forced to use software transcoding, which pegs the CPU at 100%.

Since competing open-source media servers like Jellyfin have already implemented native Rockchip MPP support directly into their FFmpeg upstream and web UI, it would be amazing to see official, out-of-the-box RKMPP support in Emby for ARM64 Linux/Docker.
