It would be really useful if when using Identify it would pre-populate the title and year fields based on either the folder name or the video name.

Auto Organise does do this and it helps get new TV series sorted to the correct collection. 

But if Emby has trouble auto identifying the series then I need to manually perform Identify and I have to manually enter or copy the title and year into the search fields.

This is actually intentional. Generally the only reason to use Identify is to change the content to something else, therefore, filling in content just means you have to change it or remove it.

But more importantly, we used to pre-fill it a long time ago and users would just report that the dialog was returning no results or the wrong results. They did not understand that they needed to correct the values in order to get what they want. So that is the primary reason why it starts blank.
