My playlists are .m3u8 files located in the same directory as the MP3 files, they were imported when the Emby database was created, but apparently that isn't enough I have to create at least one playlist within Emby itself, which triggers a rescan.

From this point on, playlists were also displayed in the Emby home menu.

Afterward, I reset the Kodi Emby plugin and set everything up again; "Playlists" then appeared as an option, I selected it, and now all the playlists are there.

Please check if the Playlist are available under Emby's libraries
