Force transcoding of Dolby Vision content to HDR10 on certain clients

I recently purchased several Google TV Streamers for my home and have started seeing problems with playback of Dolby Vision content. I know there are several threads that pose possible "work arounds" to the issue, but I have not been able to find a way to force transcoding of this content to HDR10 on certain clients. Is there a way to do this until Google gets its Dolby Vision processing in line?

I have actually narrowed the issue that I am having down to MKV files containing Dolby Vision with SMPTE ST 2094 App 4. Any file with this HDR format plays with the right edge of the video offset about 1/3 of the way across the screen and the colors extremely muted.

Is this a known problem or could it just be my TV not displaying the video correctly?

Pretty sure the devices have a hardware defect that causes this and you need to manually strip the layer with the very scene tools that were used to create the fake file, or use Plex as they figured out how to strip the layer on the fly apparently.

I ended up using dovi tool to strip out the enhancement layer of the video stream.
