But then in the dashboard I saw this

Have i misunderstood something or has the user choosen playback 480p themselves ?

No that would suggest they have the client quality setting set to a lower value then you have the server set to.   Other factor maybe the Auto setting as I am not sure if the default fallback setting has been updated on this client.

Do you know what the quality setting is set to on that client?

 

But would need to see server and ffmpeg log.
