Does the server really require an internet connection to be able to use it for streaming my library and live TV?

Yes, it does :\.
Not only that, both the server and the client have to validate the license -- so both have to have internet connection.

bummer, I am using my phone as a WAN source via USB tether (and we have crappy signal here).. thanks for confirmation.

If you're able to "phone home" (to emby's servers) via your phone's WAN connection, that should work.
I don't you need a constant internet connection. It just needs to phone home every once in a while.
I'd give that a shot.

In principle it's meant to cache successful validations for a week; but it may seem less if devices were not used immediately before the offline period.
