My graphics card is 4060TI browser playback

This looks like a normal 265 format

 

But GPU transcoding is required during playback

There are a few topics on this, but NOT all browsers are equal and will vary on video and audio codec support.  Can you translate the reason given for Transcoding but will guess unsupported video codec or bitrate limit set somewhere.  

Server and ffmpeg log would show reason also.

You can use something like these sites to test your browser.
