Collection library not showing on one server

I have two servers one release and one beta. On the beta I have a library labeled "collections" and it shows on the home screen just like all other libraries but on the release server there is no collections library listed at all. 

The collection row exist on both servers on the home screen and all collections are fine on both but the release server does not seem to have a collections library at all. 

Since both servers point at the same content and I have used the legacy backup to get them in sync all they look pretty much alike and all collections that exist on one also exist on the other.

I remember seeing a setting, somewhere, that said something like "Show collections on home screen" but I cannot find that setting on either server now. 
I would like to see collections as a library on my release server but I cannot find any way to make that happen.

I would really be thankful for any help that allows me to get a collections library on both servers.

Well I am sorry to say but nowhere on my home screen settings does such an option exist on my release server.

I just recently recreated that server and the initial scan is still ongoing but I thought I remember seeing it before the scan completed. I do have the option on my beta server but not on my release server. 

Thanks for at least showing me where the option should be. But it ain't there, at least yet.

What server version?  As Collections were removed for a while as to why I created this.

If you create a Collection on that server does the library appear?

That was the magic formula. Even though I had 100s of collection on that server they were all created on the other server. As soon as i created one collection the collection library magically appeared.

Now that I have that i wonder if I delete that one collection if the library will go away? I suppose, since i now know the magic formula I can test so i will and report back.

Edit. Once I created that one collection deleting it does not make the library go away. I gues that makes sense, somehow.
