I have a question about the removal of the cover image

Description:Replacement of the cover image occurs deletion
I have a movie folder, under the folder there is a picture cover.jpg
Then emby reads and displays this cover.jpg as the cover image.
Then I choose to replace the cover image within emby, which deletes the cover.jpg from the movie folder.
Question: Where can I choose not to delete the cover.jpg in the folder? Because this is the file I downloaded from the PT seed, deleting the file will destroy the integrity.

In your library options, enable:

"Save artwork to media folder"

You can't as you are replacing not adding.  Only way would be a manual process of adding a folder.jpg as there is an order of precedence when multiple images exist.

https://emby.media/support/articles/Movie-Naming.html#video-images

So saving images with media or not will not preserve existing image as changing existing on will always be deleted.  And images with media will always take priority.

Am I understanding you correctly?
First of all, functionally replacing an image deletes the original image.
Secondly, folder images are high priority.
If I put the deleted folder image back (manually), the folder image will be shown again (high priority).
So if I want to use tmdb images I can't keep the folder images

The system is not designed for more than one poster image so any existing gets replaced not added another.  All images except backdrops are limited to one and the only way around is manual images of a different name.

So if you wish to have more than one image for this image type you will have to manually put in folder as the UI will delete existing.
