in my current config my emby tuner is using a Client link to connect to the HLS-Proxy m3u8 that is then mapped to the remote playlist. 

What i am after is that when the once the max number of streams is reached in hls proxy, instead of killing the oldest stream, the new connection attempt from emby is blocked.

Yes, I thought the same thing, however, after contacting the creator via Telegram, he explained it quite differently, one IP(i.e. Emby) can be served by multiple streams, must also set AllowUsersWithAnyToken, however this should only be used if you're using this on your own LAN and have things locked down. You can always contact the creator for verification he is very active on his Telegram, but, I'm still using this configuration and the only extra streams(duplicates, triplicates, and so on...) that show when called are from different IP's(i.e. my Jellyfin LXC) and that is exactly how it should behave.
