Is it possible for the tv tuner to split the 2 m3u list for example users A and B get the English and C and D get Spanish ? or will the system just clump them together ? This can be done but is going to require you to make a change to every channel you load. Essentially you would setup the first tuner for English and it's guide data. Then you go in and edit the meta-data for every channel and add a TAG such as TVEnglish. Then you do the same process for the Spanish channels and mark them TVSpanish. Now every channel has a tag of either TVEnglish or TVSpanish. At this point you can use Parental controls for each user on your system and restrict/filter. So if a user only wanted English and not Spanish channels you could do this: It's a bit of work but works quite well. When we release the next version of Live TV this can be done much easier, but for now this is the best method to achieve what you want to do.
