Server Not Starting After System Move To New HD

I have this going on on Ubuntu 18

Can't get the server to start.  Haven’t been able to figure out what’s buggering out.  I have backups from the backup plugin.  How do you wipe the server and install fresh?  I’ve already re-installed the latest deb with no joy.
