That is the correct URL... works immediately for me in browser and VLC.  It might be geo-blocked for you, I suppose.

Here's another example from streamtheworld (not sure if they geo-block either):

Oops... that one is not as good of an example, actually... plays in VLC but not browser. 

The previous one works directly in both, however.
