If it is, then i can't tell you why as that is something specific to your environment that you would need to look into. But i can help you confirm if that is the issue or not. Thanks. Try the convert again, and then run the following command (if you don't mind): journalctl -u emby.service --since today The emby log states clearly that writing to that directory is getting denied, yet your permissions are fine.
