Looks like something to do with outgoing connection - from web client I can't view the plugin page for example. I saw some other posts regarding outgoing https connection, were there any recent change related to ssl? Emby updates are checking api.github.com, plugins are checking mb3admin.com. it looks like you have something in your network blocking access to mb3admin.com. I turned it off and verified that I could no longer get VPN connection, then restarted Emby app, which still couldn't get plugin list. I don't quite understand how this is related to VPN, and it worked fine not long time ago. Also notice all scraper and subtitle downloaders work fine. Plus turning off VPN isn't really a solution for me anyways. Could it have something to do with SSL? Is there a way to request plugin page with HTTP only?
