I am getting stuttering on windows 10 mobile (Lumia 950) powerful enough so shouldnt have any playback issues. The stuttering appears to be on all file types and qualities. Even stuttering on low quality 480p videos. Dont get any of the same stuttering on the same app on my laptop. I can investigate more into file types if you are unable to reproduce this.
