I think that most undeveloped countries/regions that will be difficult, to say the least. The rural areas will have or already have internet coverage bu it will be limited in speed. In actuality I think undeveloped or third world countries will get full cell/internet coverage (at speeds below 30 mbs and probably below 20) before the rural areas of developed countries will be harder due to political issues and the reluctance of people with good coverage, the extreme majority in developed countries, to spend money on the minority. The developed countries will help the undeveloped get good coverage before they will help those living rural in their own countries.
