Client connects, but Live TV stream does not play

The client (e.g. iOS mobile app) can see the channel guide and select a live tv channel but then there is just a spinner, no video.

On the Emby dashboard it shows that a client "is playing CNN HD 600" but the client wasn't showing anything.
